German Military Advisers in China number 59 of whom 41 ale usually stationed at Nanking, 6 at Canton and the rest in other parts of China. At present however only 10 out of 49 remain in Nanking the rest having been posted to various fronts etc. to advise on operations. In addition there are in Ranking 12 civilian advisers including chemical engineers [grp. undec.] and economic experts. One German expert is attached to inistry of Railways and in this connexion it is interesting to note that railway administra- tion has functioned particularly efficiently during present crisis, railway line, bridges etc. being repaired with admirable speed after they have been bombed. There is no doubt that Chiang Kai-shek stands squarely behind German advisers particularly Chief of Military advisers General von Falkenhausen who has since the outbreak of hsotilities been given what amounts to complete charge of operations on the Shanghai front. Moreover I have reason to believe that it was largely owing to his advice that General Pai Chung-hsi was sent
to Northern front.
There is no doubt that influential [? grp. omtd. ] from Chiang Kai-shek downwards are very pleased at unexpected support they have received from Germany not only in the form of advisers alone but also through the fact that Germany has not invoked German-Japanese anti-Communist Pact nor openly espoused the cause of Japan.
